Licensure
Every operator holds Form OL-1: a call sign, two colours and a rig. The license is who the operator is at every terminal in the system. It is issued by the Corporation, and it is not purchased from it.
Office of Selection

The Corporation in figures
Figures are the Corporation’s own. The register is not audited by any party the Corporation does not own.
What the Corporation does
Every operator holds Form OL-1: a call sign, two colours and a rig. The license is who the operator is at every terminal in the system. It is issued by the Corporation, and it is not purchased from it.
The bearer is under continuous selection. Trials are scheduled; the Record is filed, flat and unranked. Selection is perpetual, and non-selection is not a penalty.
A concession presents the license at the terminal and files yield to the Record. The license stays here.
The Corporation’s position
A.P.E.S. is not a monopoly. A monopoly is a market with one seller. A.P.E.S. is a register with one keeper, which is the only number of keepers a register can have.
